Position Overview: 

The United States District Court and the Probation and Pretrial Services Office is recruiting for the position of Space and Facilities Project Coordinator. This position reports to the Space and Facilities Supervisor. The position has primary responsibility for the management and oversight of space and facilities projects initiated by the Court or General Services Administration (GSA). Responsibility includes the planning, design, technical review and financial management planning for all space and facility projects, and district-wide coordination of all building activities for the court unit.

Representative Responsibilities: 

Responsibilities include, but are not limited to:

  • Manage space and facilities projects, including creating project budgets, project schedules, and preparing project scope to guide specifications. Translate functional requirements into a space- needs plan and define the project’s design objectives. Review construction drawings and specifications, analyze cost estimates, negotiate fees and costs, and resolve issues from preliminary design through construction.
  • Coordinate the efforts of various entities to ensure timeliness in the accomplishment of successive phases of the construction plan. Conduct meetings with all concerned parties to review progress, discuss problems, and develop solutions. Ensure all parties are advised and kept aware of requirements and plan changes.
  • Review GSA contract specification documents and blueprints to ensure compliance with the U.S. Court Design Guide, and the court’s preference. Participate in all project planning and design meetings.
  • Perform cost evaluation and control at each step of the project to ensure the budget plan is adhered to and the project remains in compliance with stated objectives.
  • Make recommendations to appropriate individuals regarding improvements, changes in procedures, or other actions.
  • Conduct construction site visits to monitor progress and compliance with the U.S. Courts Design Guide and prepare progress reports and punch lists for work that remains to be accomplished.
  • Develop furniture layouts and assist in selection and procurement of furniture and furnishings.
  • Create move coordination plans which include detailed schedules and phasing plans, including the movement of electrical, data, telecommunications equipment and lines. Serve as move coordinator when needed.
  • Prepare Reimbursable Work Authorizations (RWA) and appropriate correspondence for new or renovated space and facilities and submit for approval.
  • Coordinate routine and cyclical building maintenance, repairs, renovations and security system installations with the U.S. Marshal’s Service, the General Services Administration, or others, as applicable. Maintain database of all cyclical maintenance.
  • Assist in the accuracy of the inventory control system used by the judiciary.
  • Performs other duties as assigned.
Skills/Qualifications: 

The successful candidate must possess:

  • Excellent customer service skills.

  • A demonstrated ability to work harmoniously with others in a team environment.
  • Extensive knowledge of the methods and practices of the planning, design, and construction process.
  • Ability to simultaneously manage and coordinate a range of projects at various stages of construction, and through occupancy.
  • Skill in developing creative design solutions based on specific functional requirements of users, within policy design standards and funding restrictions.
  • Skill in reviewing and analyzing construction documents and cost estimates, negotiating fees and costs, and resolving issues from preliminary design through construction.
  • Ability to communicate effectively (orally, graphically, and in writing) with judges, court administrators, the General Services Administration, other federal agencies, contractors, vendors, and court staff to facilitate the successful completion of court construction projects.
  • Skill in the use of automated equipment, word processing, spreadsheet, and project management applications; as well as, automated and manual drafting systems and related software applications.
  • Proficiency in keyboard and computer skills.
  • Work is primarily performed in an office setting with possible visits to construction sites and locations. Some travel is required to locations within the District. Some lifting of boxes and moving furniture is required.

Preferred Qualifications:

  • Architectural, interior design, or construction administration experience in the public or private sector is preferred.
  • An undergraduate degree in architecture, interior design, or a related field.
  • Thorough knowledge of evolving policies and design standards of the General Services Administration, Administrative Office, and Circuit which direct or impact the delivery systems related to space and facilities.
  • Experience in working with the General Services Administration, U.S. Marshals Service, furniture vendors, and construction contractors in relation to design and construction projects.
  • Knowledge of the U.S. Courts Design Guide, the Guide to Judiciary Policy, and other relevant government policies and regulations.

To qualify for the CL 27, applicant must have two years of specialized experience, including at least one-year equivalent to work at a CL 25.

To qualify for the CL 28, applicant must have two years of specialized experience, including at least one-year equivalent to work at a CL 27.
