The Administrative Office of the United States Courts has provided notice of wide-spread breaches of both private sector and government computer systems, including serious security vulnerabilities in the Case Management/Electronic Case Filing (CM/ECF) system, and has called upon courts to implement new security procedures to protect Highly Sensitive Documents (HSDs).

The Central District of California has defined HSDs as non-classified, sealed documents filed by the U.S. Attorney’s Office involving national security, foreign sovereign or nation-state interests; terrorism; investigation of public officials, criminal activity related to cybersecurity, intellectual property, or trade secrets where there are foreign or nation-state interests. There will be no official changes to court procedures, except with respect to U.S. Attorney’s Office filings.
