Assistant Deputy Chief Probation and Pretrial Services Officer (Pretrial Division)

Position Overview:
The Assistant Deputy Chief U.S. Probation and Pretrial Services Officer (ADCUSPO) assists the Chief Probation and Pretrial Services Officer (CUSPO) and Deputy Chief Probation and Pretrial Services Officer (DCUSPO) in the administration and management of federal pretrial services and probation within the Central District of California. This ADCUSPO oversees pretrial services offices/units consisting of supervisors, line officers and support staff. Based upon operational needs, at the direction of the CUSPO, this position may include oversight of presentence or post-conviction functions. This position will manage supervisors and is responsible for district operations as assigned by the CUSPO. Assignment may be in any of the district offices as determined by the CUSPO, and the assigned duty station may be changed in the future.
The Central District of California serves seven counties and has 28 authorized district judgeships, 12 senior judges and 24 magistrate judges. The Probation and Pretrial Services Office consists of 260+ employees spread among 11 office locations. Staff includes probation and pretrial services officers and clerical support positions. The workload in the district entails supervision of over 10,000 defendants, probationers, parolees, and persons on supervised release, and the preparation of approximately 3,000 presentence investigations annually.
Representative Responsibilities:

Assists the CUSPO and DCUSPO in the formulation, implementation, and evaluation of pretrial, probation and parole policies, as well as administrative policies, procedures, and programs in the district.

Oversees supervision of all staff and related work product in area of responsibility and participates in systematic analysis of performance for all subordinates.

Participates in the budget process to determine best allocation of funds and needs, and in estimating costs in the areas of personnel, space allocation, travel expenses, and purchases of services, equipment and supplies.

Reviews and analyzes monthly and quarterly reports to identify problems, trends and other issues.

Monitors or performs team reviews of case work, including case plans, correspondence and reports for quality control purposes.

Assists in establishing and maintaining cooperative relationships with other U.S. Probation and Pretrial Services Offices and with all components of the criminal justice system to include federal, state, and local law enforcement, correctional, and social service agencies.

Assists in promoting and maintaining conditions that encourages high staff loyalty, enthusiasm, and morale.

Assists in the selection of professional and support staff appointments.

Frequently visits and attends unit meetings, at a minimum quarterly, for each office in area of responsibility.

Identifies training needs for staff, ensuring employees receive process, policy, and procedural systems training, including initial, updated, or remedial training.

Participates in public relations which explain pretrial, probation, parole, and other correctional services to the community.

Confers with judges, attorneys, and other interested parties to interpret office policy and procedures.

Monitors community issues and events with special focus on alleviating hazardous office and field incidents.

Occasionally, may perform the duties of a probation and pretrial services officer.

Performs related duties as required by the CUSPO, DCUSPO, and the Court.

Engages in on-going learning to improve knowledge, skills, awareness and understanding of theories, data and trends in corrections and management.
Skills/Qualifications:
To qualify for the position of ADCUSPO applicants must have a minimum six (6) years specialized experience as a U.S. Probation/Pretrial Services Officer with at least three (3) year of experience as a Supervising Officer at or equivalent to a CL 30 to qualify at the CL 31 level. Only specialized experience earned in the federal court system after receipt of a bachelor’s degree will be considered. In addition, applicants must complete the New Deputy Court Unit Executive Program within one year of being offered the position.

This position is subject to a two-year probationary period, which may be extended at the discretion of the Chief U.S. Probation and Pretrial Services Officer. During the probationary period, the employee will not have recourse through the Probation and Pretrial Service Office’s Adverse Action Policy or the Grievance Policy.
