Position Overview: 

The U.S. Probation and Pretrial Services Office, Central District of California, has a Location Monitoring Specialist opening in the Location Monitoring unit. The Location Monitoring Specialist performs duties that involve both general and specialized types of defendants/offenders. The incumbent is responsible for matters relating to the effective supervision of defendants/offenders who require location monitoring and supervises defendants/offenders with specialized needs in this area. The incumbent also provides expertise on matters relating to location monitoring. Subsequent to the conclusion of the interview process, a ranked list of qualified candidates will be established for selecting one or more Location Monitoring Specialists. The qualified list of ranked candidates will expire 180 days following its creation. Candidates selected to be ranked will be notified by a member of the Court’s Human Resources Office.

The Central District of California serves seven counties and has 28 authorized district judgeships, 12 senior judges, and 24 magistrate judges. The Probation and Pretrial Services Office consists of more than 280 employees spread among 11 office locations. Staff includes probation and pretrial services officers and clerical support positions. The workload in the district entails supervision of over 10,000 defendants, probationers, parolees, and persons on supervised release and the preparation of approximately 3,000 presentence investigations annually.

Representative Responsibilities: 
Responsibilities include, but are not limited to, the following:
  • Supervises defendants/offenders with location monitoring (LM) conditions in the district and monitors their compliance with program requirements 24 hours a day, 7 days a week.
  • Completes daily review of GPS data and vendor data reports, including holidays.
  • Completes defendant/offender background and residential LM assessments, community risks, and program criteria at pre/post-sentencing stages.
  • Completes defendant/offender orientation and installation/disconnection of LM devices as part of rotational Magistrate court LM O.D. obligations or case assignments. With same day or next day field contacts.
  • Tracks defendant’s/offender’s co-payments toward the cost of the program.
  • Contact vendors on issues regarding LM equipment.
  • Manages LM equipment inventory which may include retrieving equipment in the field after unauthorized removal, returning used equipment, and reporting inventory on hand.
  • Conducts unannounced home and community visits and verifies defendant/offender activities during authorized absences from residence, which may include evenings, weekends, and/or holidays.
  • Continuously assess defendant/offender’s suitability for ongoing participation in the program and impose appropriate sanctions, if necessary.
  • Provides consultation to officers, attorneys, judges, and the community regarding the location monitoring program.
  • Identifies and evaluates the district’s location monitoring program needs and supervision strategies for LM participants.
  • Develops and maintains policy, manual, guidelines, and procedures for the district’s location monitoring program to ensure overall understanding and consistency within the district.
  • Assists in evaluating the effectiveness of the location monitoring program and research new monitoring technologies. Determines and evaluates available resources to assist or complement the program.
  • Assists with training for new and existing officers on utilization of location monitoring program technologies and practice in accordance with policies.
  • Other duties as assigned
Skills/Qualifications: 

Applicants for this position must have a minimum of three years federal probation and/or pretrial services experience, including at least one year as a CL 28 probation/pretrial officer. Broad knowledge of the criminal justice system as well as thorough knowledge of federal probation and parole legal requirements, policies and procedures. Thorough knowledge of specialized area, including district’s location monitoring, policies, systems, devices and expert knowledge of resources available. Substantial experience developing court correspondence and attending violation hearings. Experience supervising location monitoring cases. The successful applicant must have strong skills in verbal communication, conflict management, time management, project management, problem solving, showing initiative, working independently, cultivating teamwork, professional ethics, thinking creatively, analyzing information and making recommendations. Additionally, the successful applicant must be able to handle multiple demanding tasks simultaneously, including tasks related to court, fieldwork, paperwork and defendant/offender needs. Ability to interview persons with various backgrounds, their families and others in the community to obtain the information needed. Ability to discern deception, appropriately confront defendants/offenders and respond accordingly. Ability to work under deadlines. Ability to write concisely and clearly. Must be able to demonstrate an interest and willingness to stay current on location monitoring, technology, testing, systems, and devices.

This position is considered a federal law enforcement position with hazardous duty, requiring irregular work hours, including early morning, nights, weekends, and holidays. The probation and pretrial services office reserves the right to transfer and/or reclassify this position based on future agency needs. The selected applicant may not request an intra-district transfer for a minimum of two years from the effective date of appointment. This position is subject to a one-year probationary period, which may be extended at the discretion of the Chief U.S. Probation and Pretrial Services Officer.

Law Enforcement Officer Classification

The position is classified as law enforcement by statute. As a condition of employment, incumbents will be subject to ongoing random and reasonable suspicion drug screenings, updated background investigations every five years and as deemed necessary by management for reasonable cause, may be subject to subsequent fitness-for-duty evaluations. At the Chief Probation and Pretrial Services Officer's discretion, the most recent reinvestigation report completed on behalf of the applicant may be requested.
