Position Overview:

The United States District Court and Probation and Pretrial Services for the Central District of California (“CACD”) is recruiting for the position of Director of Human Resources. The Director manages a full range of human resource services and provides employee relations support to management throughout the district.  The Central District of California constitutes the largest federal judicial district with nearly 750 personnel including judicial officers and staff, and district court and probation and pretrial services staff. The Human Resources Department is headquartered in the Western Division in Los Angeles and provides services to divisional offices in Santa Ana and Riverside plus seven Probation and Pretrial Services satellite offices throughout the district. Although the Director position reports to the Chief Deputy of Administration, the incumbent works closely with the District Court Executive/Clerk of Court and Chief Probation and Pretrial Services Officer as well as senior management.

 

Representative Responsibilities:
  • Plan and administer an ongoing program of human resources services such as recruitment, position classification, managing compensation, benefits, employee assistance, and retirement programs.
  • Oversee development of position descriptions for new and modified positions.
  • Propose and implement improvements in local human resources policies, standards and procedures, while ensuring compliance with The Guide to Judiciary Policies and The Administrative Office of the U.S. Courts Human Resources Manual.
  • Assist judges upon request with human resources and staffing issues pertaining to chambers staff and Pro Se Law Clerks.
  • Provide support to the Magistrate Judges Committee and Merit Selection Panel in the recruitment and reappointment of magistrate judges.
  • Propose and assist with strategies for workforce management.
  • Prepare, reconcile and submit bi-weekly payroll projections reports.
  • Counsel management and staff with respect to personnel issues, career counseling, and human resources policies and procedures. Propose policy changes, discipline, or other solutions as appropriate.
  • Assure managers and staff receive regular training with respect to the Circuit Employment Dispute Resolution Policy and serve as lead CACD Employment Dispute Resolution Coordinator.
  • Oversee and manage the training program including assessing training needs; researching training resources and costs; developing a training plan and budget; and conducting and evaluating training effectiveness.
  • Monitor and modify the performance assessment program as requested by senior management.
  • Work collaboratively with local human resources and training professionals.
  • Oversee benefits administration for the district.
Skills/Qualifications:

Qualified applicants must possess specialized experience that has equipped the applicant with the knowledge, skills and abilities of human resource management such as recruitment and staffing, classification and compensation, benefits, performance management, adverse action procedures, employee relations, fair employment practices, and equal employment opportunity.  Qualified applicants must possess at least two years of management experience. 

The ideal applicant will possess effective leadership skills and have had experience with national and local human resources policies, preferably in public sector workforce, familiarity with employment law trends, and emerging issues. The successful applicant will have good organization skills and the ability to leverage information technology to enhance human resources processes and services. The successful applicant will also have good working experience with the Microsoft Office Suite, including but not limited to Word, Excel, Teams, PowerPoint, SharePoint, and Adobe Acrobat. 

The successful candidate will demonstrate sound judgment, integrity, discretion, and the ability to build productive working relationships with judges, executives, managers, and staff throughout the district.

Excellent interpersonal, oral, written, presentation and communication skills are required.  The applicant must be able to work effectively in a fast-paced work environment. Due to the high visibility and people-centric nature of the position, the applicant must be willing and able to travel to any court location within the district.  Experience and skill with human resources information technology systems is required. Prior experience in a state or federal court is not required but is preferred. A bachelor’s or master’s degree in human resources or related field is not required but is desirable.

Physical Requirements:

The successful candidate must be able to bend, pull, push and lift up to 20 pounds, reach, walk, stand and/or sit for extended periods, with or without accommodation and report to any of the Central District of California locations as required.
