Civil Filing Locations
Pursuant to Local Rule 5-4.1, electronic filing is mandatory in all civil cases in the Central District of California. All documents must be filed electronically unless exempted by Local Rule 5-4.2. To file documents electronically, attorneys must use the Case Management/Electronic Case Filing (CM/ECF) system. Currently, only attorneys are authorized to file documents electronically; if you are not represented by a lawyer, please continue to file documents in paper. See Local Rule 5-4.2(a)(1).
All documents filed in paper format, including new actions, as well as subsequent documents exempted from electronic filing by Local Rule 5-4.2 may be filed in person or by mail at any of the divisional offices listed below. You must bring or send an original and one copy of every document to be filed. You may provide an extra copy for the clerk to file stamp and return to you; if filing by mail, you must also provide a self-addressed, stamped envelope for this file-stamped copy to be returned to you.
Documents filed by mail will be processed more quickly if you send them directly to the division where the case is "pending." For most civil cases, including capital habeas corpus petitions and bankruptcy appeals, the case is considered pending in the divisional office where the presiding district judge is located. Certain types of cases are instead considered pending in the divisional office where the assigned magisrate judge is located. You should send your filing to the location where the presiding district judge is located UNLESS your filing is in a case that has been referred to a magistrate judge for a report and recommendation (most social security disability cases, civil rights cases involving one or more plaintiffs not represented by an attorney, and non-capital habeas corpus petitions), or in which only a magistrate judge has been assigned.
