Position Overview:

The Assistant Deputy Chief U.S. Probation and Pretrial Services Officer (ADCUSPO) assists the Chief Probation and Pretrial Services Officer (CUSPO) and Deputy Chief Probation and Pretrial Services Officer (DCUSPO) in the administration and management of federal pretrial services and probation within the Central District of California.  This ADCUSPO position oversees presentence offices/units consisting of supervisors, line officers and support staff.  Based upon operational needs, at the direction of the CUSPO, this position may include oversight of pretrial or post-conviction functions/operations. This position will manage supervisors and is responsible for district operations as assigned by the CUSPO.  The assigned duty station may change in the future to address agency needs, as determined by the CUSPO

The Central District of California serves seven counties and has 28 authorized district judgeships, 11 senior judges, and 23 magistrate judges.  The Probation and Pretrial Services Office consist of more than 280 employees spread among11 office locations. Staff includes probation and pretrial services officers and clerical support positions.  The workload in the district entails supervision of over 10,000 defendants, probationers, parolees, and persons on supervised release and the preparation of approximately 3,000 presentence investigations annually.

Representative Responsibilities:

Responsibilities include, but are not limited to, the following:

  • Assists the CUSPO and DCUSPO in the formulation, implementation, and evaluation of pretrial, probation and parole policies, as well as administrative policies, procedures, and programs in the district.
  • Oversees presentence staff and related work product in area of responsibility and participate in systematic analysis of performance for all subordinates.
  • Assists in identifying and correcting performance and/or conduct problems.
  • Maintain expertise in sentencing guidelines, federal statutes, the Guide to Judiciary Policy, Volume 8, relevant case law, and policies and procedures which govern probation services.
  • Participates in the budget process to determine the best allocation of funds and needs, and in estimating costs in the areas of personnel, space allocation, travel expenses, and purchases of services, equipment and supplies.
  • Reviews and analyzes monthly and quarterly reports to identify problems, trends and other issues.
  • Monitors or perform team reviews of presentence units, case work, including addendums, correspondence and reports for quality control purposes.
  • Assists in establishing and maintaining cooperative relationships with other U.S. Probation and Pretrial Services offices and with all components of the criminal justice system to include federal, state, and local law enforcement, correctional, and social service agencies.
  • Assists in promoting and maintaining conditions that encourage high staff loyalty, enthusiasm, and morale.
  • Assists in the selection of professional and support staff appointments.
  • Frequently visits and attends presentence unit meetings, at a minimum quarterly, for each office in area of responsibility.
  • Identifies training needs for staff.
  • Participates in public relations which explain presentence investigation and sentencing to the community.
  • Confers with judges, attorneys, and other interested parties to interpret office policy and procedures.
  • Occasionally, may perform the duties of a probation and pretrial services officer.
  • Performs related duties as required by the CUSPO, DCUSPO, and the Court.
  • Engages in on-going learning to improve knowledge, skills, awareness and understanding of theories, data and trends in corrections and management.
Skills/Qualifications:

To qualify for the position of ADCUSPO applicants must have a minimum five (6) years specialized experience as a U.S. Probation/Pretrial Services Officer with at least three (3) years of experience as a Supervising Officer at or equivalent to a CL 29 to qualify at the CL 30 level, or one year experience at or equivalent to a CL 30 to qualify at the CL 31 level.  Only specialized experience earned in the federal court system after receipt of a bachelor’s degree will be considered.  In addition, applicants must complete the New Deputy Court Unit Executive Program within one year of being offered the position.
